Program Overview

Baltimore City CDBG First Time Homebuyer Program is a $5,000 five-year forgivable loan to first-time homebuyers to assist with downpayment and settlement expenses.

Property Eligibility Requirements

Property must be located in Baltimore City.

Benefit Details

First-time Baltimore homebuyers must obtain a counseling certificate from a City-approved housing counseling agency. After the buyer has received the certificate, the borrower signs a contract to purchase and obtains a loan commitment. Then, the counseling agency will complete the CDBG program application. The loan amount is $5,000 and 20% is forgiven at the end of each year that the buyer resides in the house.

Benefit: This loan may be combined with the City Employee loan program or the Trolley Tour program.
