Benefit Details

First-time Baltimore homebuyers must obtain a counseling certificate from a City-approved housing counseling agency. After the buyer has received the certificate, the borrower signs a contract to purchase and obtains a loan commitment. Then, the counseling agency will complete the CDBG program application. The loan amount is $5,000. Benefit: This loan may be combined with the City Employee loan program or the Trolley Tour program. Homebuyer Counseling / Education Required: Yes Owner Occupancy Required: Yes Other Program Comments: HQS inspection required. No peeling, flaking, chipping paint inside or outside on the property.
